QUALIFICATIONS Our client, one of world's leading oil and petrochemicals groups, having operations is over 70 countries with key strengths in oil and gas exploration, production; refining, marketing and supply of petroleum products, and supporting all its business with high quality research and technology; is looking for  INSTRUMENT & CONTROL TECHNICAL AUTHORITY.
  • Formal education with relevant technical  engineering degree,
  • Must have Chartered or Professional Engineering Certificate,
  • Professional development with at least 10 years of relevant engineering work experience,
  • Demonstrated competent work performance,
  • Must be a self-starter and capable of working as a secondee within a partner organization,
  • Full knowledge of applicable policies and procedures,
  • Proven knowledge of and participation within relevant technical networks inside and outside the company,
  • Proven experience in leading and facilitating technical discussion.
  • Review existing technical practices and if needed propose revisions to be approved for his/her discipline(s),
  • Ensure the application of approved technical practices for his or her discipline(s) by shareholder’s staff and by contractors under the control of shareholder,
  • Ensure operation of the technical practices’ control procedure,
  • Ensure that the processes for design and construction of new facilities, or the modification of existing facilities, meet the requirements of relevant standards,
  • Approve all relevant Management of Changes(MOC). This means ensuring that the engineering aspects of all temporary and permanent changes are evaluated and managed to ensure that risks arising from these changes remain at an acceptable level,
  • Identify, review and recommend to Engineering Authority(EA) the approval of high risk MOCs,
  • Assure Telecommunication and Scada systems are operated and maintained to industry standards,
  • Assist and advice the EA for assurance of power systems serving the above ground installations,
  • Assist and advice the EA for assurance of electrical rotating equipment serving the above ground installations,
  • For Safety Critical Items, approve all Planned Maintenance Routines (PMR’s) and Written Schemes of Examination (WSE’s),
  • Approve Performance Standards relating to inspection and maintenance activities for their discipline,
  • Assure critical processes and ensure self-verification is being undertaken by the shareholder’s operational teams,
  • Inspect critical processes,
  • Review and approve specialized process safety studies (e.g., QRA, fire/ explosion hazard analysis, etc.) and risk assessments (e.g., HAZOP/ LOPA, HAZID, FMEA, what-if etc.),
  • Be involved with / consulted on MOC efforts that relate to their area of engineering expertise,
  • Review and approve any method statements, risk assessments, engineering modifications and temporary/permanent deviations in his/her area, mutually with his/her counterpart in shareholder.
